Local rules recorded in this project for this jurisdiction. Where a city figure on file is stricter than the state baseline on file, both are shown.
Local regulations (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): Chula Vista's Coastal Zone is covered by the Bayfront Local Coastal Program (Land Use Plan and Specific Plan), which the City says is being amended, so added coastal rules may apply there. This lookup cannot tell whether a parcel is in the Coastal Zone; check with the Development Services Department.

How many units (single-family lot) (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): One new detached ADU, one converted or attached ADU (not both) and one junior ADU.

Detached ADU height (single-family lot) (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): 16 feet more than a half mile from transit; 18 feet within a half mile of transit (bus stop); 20 feet where the extra height matches the main home's roof pitch (only where the limit is 18 feet). Attached ADU: 25 feet or the zone height of the main home, whichever is less. Converted ADU: no height maximum. Second stories are allowed within these limits.

Setbacks (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): 4 feet from side and rear property lines, with no separation required from other structures (check fire-rated wall needs with the Building Division). An ADU may encroach into the front yard setback only if an 800 sq ft ADU cannot fit within the side and rear setbacks.

Design and parking (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): No design requirements (an ADU does not have to match the main home's architecture) and no parking requirements.

Multifamily lots (non-coastal areas only)

City Standard ADU Plans (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): The City offers 12 City Standard ADU plans prepared with SnapADU (498 to 1,199 sq ft, one to three bedrooms) and also accepts detached plans from design professionals as City Standard plans. Using one means review in 14 business days instead of 21 and lower plan review fees; site plans, geotechnical report or waiver, energy design and utility details are still needed, and a hold harmless agreement and affidavit must be submitted.

Development Impact Fees (non-coastal areas only)
Outside the Coastal Zone only (does not apply to Coastal Zone parcels): ADUs under 750 sq ft and junior ADUs pay no development impact fees; ADUs of 750 sq ft or more pay in proportion to the main home. A fee figure is given during plan check (or ask Facilities Financing, FF@chulavistaca.gov); rates are indexed each October 1 and most can be deferred to final inspection. School fees are set by Sweetwater Union High School District and Chula Vista Elementary School District.

Fire Hazard Severity Zones
If your lot is in a Fire Hazard Severity Zone, the CAL FIRE Office of the State Fire Marshal says in Information Bulletin 25-004 (issued March 3, 2025): “Fire Hazard Severity Zones (FHSZs) should not restrict the development of Accessory Dwelling Units (ADUs). However, additional building standards may be necessary, including but not limited to California Fire Code Chapter 49 and California Building Code Chapter 7A.” State ADU law does not itself bar an ADU there. A city or county may still apply its building code, including wildfire-resistant construction (Gov. Code 66314(d)(8)); require side and rear setbacks “sufficient for fire and safety” for a unit converted under 66323(a)(1); and decline parking in setbacks on specific fire and life safety findings (66314(d)(10)(B)). It may also consider public safety when it designates where ADUs may be permitted (66314(a)). Sprinklers can't be required in an ADU or JADU if the primary residence doesn't need them (66314(d)(12), 66323(d)). Some cities and counties still apply their own fire-zone limits. Where this summary has one, it is listed with the local rules. This summary does not look up your lot.
